IMPORTANT: Attention MHS Providers Billing for Student Services
- STDNT codes are no longer necessary and will be inactive effective Wednesday, May 1, 2024.
- Per this Memo, agencies that utilize clinical trainees for ACBH claimed services must update their SmartCare staff designation.
- Activities provided by clinical trainees must be reported with procedure codes consistent with others of their discipline (e.g., LCSW = ASW = SW Clinical Trainee).
- When entering services provided by clinical trainees in SmartCare, the name of the clinical trainee’s supervisor must be noted in the Attending field.
- To update your staff designation to the appropriate clinical trainee, please submit a MHS SmartCare Staff ID Number Request Form (MHS), “Step 1” e-form as soon as possible.

Who should attend: ACBH Staff, County Clinics, and Provider Organizations
Description: Post-go-live, SmartCare will be offering one training session per week for Mental Health Services (MHS) and Substance Use Disorder (SUD). This training will focus on registration and enrollment, with service entry training for billing planned in late August and September.
Additional details on the dates and time will be forthcoming. If you have any questions on training or need additional information on any aspect of the implementation process, please feel free to reach out to the SmartCare implementation team at ACBHSmartCare@acgov.org.

TRAINERS: Staff of Crisis Support Services of Alameda County (CSS)
DESCRIPTION: The workshop uses a combination of teaching methods, including
didactic work, lecture, and discussion. Participants will be encouraged to explore
their own feelings toward suicide and suicidal clients. The workshop will address
common myths and perceptions about suicidal behavior, and cover suicide statistics,
trauma, and suicide theory with an emphasis on Thomas Joiner’s model. Risk factors,
warning signs, and protective factors will be introduced for adult populations.
Participants will learn methods of suicide risk assessment and will be introduced to
screening tools that aid in determining risk.

LOCATION: Zoom, consisting of live webinar with online pre-course independent study
AUDIENCE: This training is best suited for NON-Clinically licensed staff. Administrative staff and others who serve clients in Alameda County are especially encouraged to attend.
TRAINER: MHFA certified instructors from Crisis Support Services of Alameda County (CSS).
DESCRIPTION: MHFA teaches a five-step action plan to provide initial help and support to someone who may be experiencing a mental health or substance use crisis.
Participants will be able to gain confidence to be there for a friend, family member, or colleague. Mental Health First Aid was designed for the general public to receive basic mental health information, reduce stigma, and enhance the safety net within our communities.
Participants who complete the full course will receive a certificate from the National Mental Health First Aid organization, good for 3 years.
Please NOTE: Mental Health First Aid is an 8-hour national certification course. The first 2 hours is completed PRIOR to class as independent study, then there is 6 hours of training online, in a live training. Due to class size limitations, please sign up with the intent & commitment to complete both the

Each participant will act as the provider in at least one breakout room and will receive a feedback count of utilized MI skills and a reflection to question ratio.

Treuer is Ojibwe, from the Leech Lake Reservation in northern Minnesota. His groundbreaking scholarship and service as a spiritual leader in Native spaces has equipped him with an authentic perspective on the most important work of our time and our individual and collective quest for healing. The session thus addresses directly the National CLAS Standards Principal Standard 1: “Provide effective, equitable, understandable, and respectful quality care and services that are responsive to diverse cultural health beliefs and practices, preferred languages, health literacy, and other communication needs.”

- ADULT Mental Health First Aid Training

LOCATION: Online (plus 2-hour commitment to complete online pre-course work prior to the training)
AUDIENCE: This training is best suited for Non-Clinically licensed staff. Administrative staff and others who serve clients in Alameda County are especially encouraged to attend.
TRAINERS: MHFA certified instructors from Crisis Support Services of Alameda County (CSS).
DESCRIPTION: Mental Health First Aid is an eight-hour course that gives a general overview of how to identify, understand, and respond to signs of mental health and substance use disorders.
Six (6) hours of training is completed via an online live class, and 2 hours is completed PRIOR to class as independent study. Due to class size limitations, it is important to sign up with the intent to complete
both the pre-work and participate in the full day training. MHFA teaches a five-step action plan to provide initial help and support to someone who may be experiencing a mental health or substance use crisis.
Participants will be able to gain confidence to be there for a friend, family member, or colleague. Mental Health First Aid was designed for the general public to receive basic mental health information, reduce stigma,
and enhance the safety net within our communities. Participants who complete the full course will receive a certificate from the National Mental Health First Aid organization, good for 3 years.

Finally, we will look at the perils of social media for healthcare providers when anything work-related is posted, and best practices for disengaging with difficult patients.

- NOW OPEN! Oct 1- Nov 30, Applications For Behavioral Health Loan Repayment Program

Alameda County Behavioral Health (ACBH) Workforce Education and Training (WET) is pleased to announce that the 3rd round of the State Behavioral Health Loan Repayment Program (BHLRP) will open from October 1 through November 30 for FY 2023/24.
The Greater Bay Area (GBA) Regional Partnership through the State Health Care Access and Information (HCAI) has developed a Behavioral Health Loan Repayment Program (BHLRP) opportunity. GBA and ACBH WET has partnered with the California Mental Health Services Authority (CalMHSA) to make funding available to eligible clinical service providers in Alameda County. Under this current structure, Round 3 will be the final opportunity for the BHLRP.
BHLRP will award up to $10,000 to qualified clinical providers towards existing educational loans. Awardees must work within the ACBH county-operated or ACBH-contracted community-based mental health organizations (CBOs) and commit to a 12-month service obligation in a recognized hard-to-fill or hard-to-retain position.

ACBH is progressing in its transition to SmartCare (SC). This memo aims to offer further updates and guidance to assist our partners in the successful implementation of SmartCare. The initial phase which commenced in August, marked the launch of SmartCare for Specialty Mental Health Services (SMHS), focusing on Registration and Program Enrollment. We are now gearing up for the second phase, which involves the launch of Substance Use Disorder (SUD) services within SmartCare.
This phase will focus on creating new clients, collecting basic demographic information and completing program enrollments for Non-CalOMS Programs.

- Annual Reports: Fiscal Year 2022-2023 InSyst Data Input Reminder

The final deadline for data input or correction in the InSyst system for services provided to clients in the FY 22-23 fiscal year is Friday, July 21st, at 6:00 PM. We require that all units of service be accurately entered into the system by this date to be considered for reimbursement for the 22-23 fiscal year. No corrections or additional input for this fiscal year (July 1, 2022 through June 30, 2023) can be entered into InSyst after July 21st 2023.
BHCS Information Systems will begin distribution of the annual reports the week of August 13th, 2023. If you do not receive reports by the end of that week, please call the ACBH Support Desk at (510) 567-8181.
Please note: It is the responsibility of each provider to retain these annual reports. Should you have any questions, please call your Fiscal Contract Manager for assistance.

TRAINER: MHFA-certified instructors from Crisis Support Services of Alameda County (CSS)
DESCRIPTION: Mental Health First Aid is an eight-hour course that gives a general overview of how to identify, understand, and respond to signs of mental health and substance use disorders. Six (6) hours of training is completed via an online live class, and 2 hours is completed PRIOR to class as independent study. Due to class size limitations, it is important to sign up with the intent to complete both the pre-MHFA teaches a five-step action plan to provide initial help and support to someone who may be experiencing a mental health or substance use crisis. Participants will be able to gain confidence to be there for a friend, family member, or colleague. Mental Health First Aid was designed for the general public to receive basic mental health information, reduce stigma, and enhance the safety net within our communities. Participants who complete the full course will receive a certificate from the National Mental Health First Aid organization, good for 3 years.

Risk factors, warning signs, and protective factors for adult and older adult populations will be introduced. Participants will learn methods of suicide risk assessment and will be introduced to screening tools that aid in determining risk, including how to talk about and ask about suicide with a client.
CE CREDIT: This course meets the requirements for 6 hours of CE credit, including Psychologists.

Reminder per BHIN-22-024: SUMMARY OF AB 541:
AB 541 requires a licensed and/or certified SUD recovery or treatment facility to conduct an assessment of tobacco use at the time of the resident or client’s initial intake. The assessment shall include questions recommended in the most recent version of the DSM under Tobacco Use Disorder, or similar evidence-based guidance, for determining that an individual has a tobacco use disorder.
COMPLIANCE: The California Code of Regulations (CCR), Title 9, Section 10567, and the Alcohol and/or Other Drug Program Certification Standards, Section 7020 requires licensed and/or certified SUD recovery or treatment facilities to complete a client health questionnaire for all residents and clients. The Client Health Questionnaire and Initial Screening Questions (DHCS 5103) form has been updated and may be used to meet the requirements of AB 541. Any licensed and/or certified SUD recovery or treatment facility that fails to adhere with this information notice shall be cited effective July 1, 2022.

- Behavioral Health Clinicians I, II Or Equivalent: Opportunity For On-Call / Overtime On After-Hours

Help support the mental health of youth and young adults incarcerated at the Juvenile Justice Center in San Leandro, CA.
Overtime is available with the Guidance Clinic at the Juvenile Justice Center for the classification of Behavioral Health Clinician I or II. Behavioral Health Clinicians will receive standard pay per hour on-call, and overtime pay for every call-back received (minimum 2 hours). After-hours shifts are from 8pm-8am weekdays, and 24 hour shifts on Saturdays and Sundays.
Please Note: On-call and Overtime must be approved by your immediate supervisor and not interfere with regular job duties. Staff selected for overtime must also pass a comprehensive background check conducted by Alameda County Sherriff.

real-time legislation being proposed in parts of the United States that would either downplay, ignore, or outright

- CalAIM Payment Reform

CALIFORNIA ADVANCING AND INNOVATING MEDI-CAL (CALAIM): Systemwide Transition to Fee-for-Service (FFS)
While ACBH is working to minimize changes to the provider payment structures for FY 2023-24 CalAIM, Behavioral Health Payment Reform initiative beginning on July 1, 2023, the State seeks to, “move counties away from cost-based reimbursement to enable value-based reimbursement structures that reward better care and quality of life for Medi-Cal beneficiaries.”1 To inform the general process of transitioning CBOs to FFS, ACBH has piloted this transition with Full Service Partnership (FSP) Pilot Providers. These efforts have informed how to best refine our provider contracting process towards the systemwide implementation to FFS and strengthen ACBH’s overall delivery system for contracted mental health providers and beneficiaries.

Dear ACBH Staff & Team Members:
I sincerely hope that this communication finds you and your loved ones well. My hope this morning was to provide both a reminder and to offer a galvanizing message in advance of today’s regulatory visit: our Substance Use System External Quality Review (EQR) (Tuesday, January 24, 2023 – Thursday, January 26, 2023). However, my messaging has clearly pivoted with word of yesterday’s shooting and tragedy in Alameda County’s own City of Oakland. Just two days after our HCSA Director offered a timely message on behalf of the Agency.
First and foremost, I would like to take this time to acknowledge the profound losses that our communities face each day, as they are both surreal and devastating. Three separate events in the State of California – in as many days – is unbelievably painful and a harsh reality that is tearing through the psyche of all of us. As the world wrestles with the “why” of these events, I take this opportunity to remind you of the feelings that may be emerging, whatever the precipitating factors are found to have been. Whether or not our ACBH community members have had direct contact with individuals who have been directly impacted – we are all vicariously impacted. To this, I ask that you find grace in your actions in any way that you can.
I recognize that many will experience a gamut of emotions because of what we are witnessing, and in real time, given our reliance upon social media and technology. However, any and every emotion whether it is a feeling of powerless so that one engages in purposeful avoidance; or sadness, anger, frustration; or simply feeling even more committed to intentionally engaging those around you with compassion and respect. All are part of this process. If you find yourself asking what can be done in your respective roles, I remind you that each of us have a purpose and can impact those around us in a variety of ways. Whether you find purpose in your role as a public servant, community member, advocate, parent, partner, leader, or peer – I encourage you to humbly consider small, person-centered interactions if you are looking to make a difference. The ‘little things’ as they are often called, can make a difference to someone around you who is hurting. A smile to your co-worker, an offer of support to a client through your treatment team’s efforts, development of practice that can help shape our system for years to come; or considering whether you as a leader are holding yourself accountable and attempting to offer more to your team then is expected. All these efforts – albeit subtle – can make a difference.

- Cognitive Processing Therapy for Post-Traumatic Stress Disorder (CPT)

DESCRIPTION: This course will review the definition of trauma and PTSD, summarize statistics on trauma and survivor demographics to reduce implicit bias and provide recommendations for assessing PTSD. The Social Cognitive Theory of PTSD will be presented to contextualize the purpose of Cognitive Processing Therapy. The 12 sessions of Cognitive Processing Therapy will be presented with case examples and experiential exercises to understand the process of Cognitive Processing Therapy from client and provider perspectives.
CE Credits: 8 for LCSW, MFT, LPCC, LEP, SUD providers, and RNs

When Gabriel is not working, he enjoys raising his ten-year-old daughter, trail running, sports, the arts, spending time with local friends, and taking short trips.

Toki Buchanan joined the Contracts Unit in January 2019 as a Fiscal Contract Manager (FCM) for Substance Use Disorder (SUD) contracts.
In addition to Toki’s four year's experience as an FCM on the SUD Fiscal Team, she also participated as a Subject Matter Expert in the initial trainings and pilot-testing of the CLM system, including the final testing phase and has contributed as a CLM “Superuser” since then.

Elizabeth (Liz) Delph joined the Contracts Unit in 2018 and reports directly to Wendi Vargas, Contracts Director.
In her new role, Liz will oversee the Procurement and Mental Health Program Fee-For-Service teams. Liz previously worked as the Interim Management Analyst within the Contracts Unit, overseeing the development and roll-out of the Contracts Lifecycle Management (CLM) system.

- Eating Disorder Consultation Available to ACBH Clinicians and Providers

ACBH clinicians and contracted providers working with clients experiencing and eating disorder or eating problems can receive support through monthly virtual groups and one-time or ongoing individual consultation. Any provider contracted to work with ACBH clients can request consultation, including mental health clinicians, substance use disorder practitioners, peer specialists, family partners, and mental health rehabilitation specialists. The clients discussed may be adults or children.

Clinicians Gateway users will now be able to log into CG using either their ACBH Network User Name or their InSyst Staff ID #. Existing passwords remain the same.
For example, Susie Test, with ACBH Network ID = TestS and Staff ID # 12345, could log into CG using either “TestS” or “12345”.
InSyst staff ID #s remain a pre-requisite for a CG account.

Assembly Bill 541 – Treating Tobacco Dependence in Behavioral Health Settings

AUDIENCE: Administrative and Clinical Staff of ACBH-funded substance use treatment and mental health programs
DESCRIPTION: Participants will learn about the new Assembly Bill 541 which requires all behavioral health agencies to screen and assist clients with tobacco use disorder. Attendees will learn about the research that supports the benefits of quitting tobacco in behavioral health populations, tobacco treatment best practices and resources such as group curriculum and the Kick-It-California Helpline.
