Bay Area Services Network
(BASN)

The Bay Area Services Network Project of Alameda County provides drug and
alcohol treatment to men and women who are on parole from the California
Department of Corrections. The goal of the project is to reduce
recidivism, i.e., a return to custody, for parolees whose criminal
behavior is linked to their substance abuse.

Driving Under the Influence, (DUI) First Offender Programs

The first offender DUI programs provide a variety of alcohol and drug
education and counseling services. Depending upon the blood alcohol
levels of the participant or the offense, i.e., “wet reckless”, the
programs offer 12, 30, and 45 hours of alcohol and drug education and
counseling services. Participants are typically referred to these
programs by the courts.

Driving Under the Influence, (DUI) Multiple Offender Program

The Multiple Offender Program is an 18-month program of alcohol and drug (AOD)
education and counseling services. Referrals are typically made by the
courts. Participation is on a weekly basis. The first phase of the
program consists of 12 hours of AOD education. This is followed with 52
hours of group counseling. Participation in self-help groups is included
as an adjunct to the program. The last 6 months of the program consist of
aftercare. The participants maintain monthly contact with their counselor
during this period.

HIV Early Intervention

The HIV early Intervention program provides for anonymous or confidential
on-site HIV testing and counseling, confidential health assessment of HIV+
persons, health education, behavior change support, psychosocial
counseling services and prevention therapeutic services. Transportation is
provided at some sites.

PC 1000 Drug Diversion

The PC 1000 Drug Diversion Program is a court ordered 20-week program that
provides drug and alcohol education and counseling services. It consists
of 8 weekly education sessions followed by 12 weekly group-counseling
sessions. Supplementary services, such as self-help groups, family
counseling, and individual counseling, as well as drug testing, are also
included.

These are services that address treatment and recovery issues specific to
pregnant, postpartum and parenting women such as medical/health care
needs, emotional/psychosocial issues, parenting skills education, child
development information, physical and sexual abuse, relationship issues

Prop. 36

Proposition 36 (Substance Abuse and Crime Prevention Act of 2000) provides
for alcohol and drug treatment as well as addressing co-occurring issues
concerning mental illness, lack of job skills and literacy. Services are
available to individuals arrested for non-violent drug possession whom the
court system has deemed eligible and who have agreed to accept a sentence
of treatment in lieu of incarceration. All participants are formally
assessed and referred to treatment by Behavioral Health Care Services
staff.

TBS (Therapeutic Behavioral Services)

Therapeutic Behavioral Services (TBS) are
one-to-one behavioral intervention services available to some children/youth who are full-scope Medi-Cal beneficiaries.
These are short-term services used to address specific behaviors which
jeopardize the child/youth's living situation. The mental health provider
is available to provide individualized one-to-one behavioral assistance
and interventions to the child/youth on-site. The child/youth must meet
eligibility requirements and these services must be authorized by the BHCS,
TBS Coordinator.
